The City Manager is hereby authorized to establish standards for the use of sound amplifying equipment to condition the issuance of permits therefor upon compliance with such standards, to modify the provisions of this chapter in emergency situations or when strict application of such provisions would be impractical or impossible, and to otherwise regulate the use of such equipment as he deems in the best interests of the public and of the City.
