Upon approval of the application by the City Manager, he shall return to each applicant one copy of such registration statement, duly certified by the City Manager as a correct copy of the application. The certificate or certified copy of the application shall be in the possession of any person operating the sound amplifying equipment at all times while the sound amplifying equipment is in operation, and such copy shall be prominently displayed and shown to any policeman of the City upon request.
