(a) No person shall use or cause to be used sound amplifying equipment for commercial or noncommercial purposes in the City without a permit issued by the City Manager authorizing the use of such equipment.
(b) No person to whom a permit has been issued authorizing the use of sound amplifying equipment shall use or cause to be used such equipment in any areas of the City zoned otherwise than business and/or industrial.
(c) No person to whom a permit has been issued authorizing the use of sound amplifying equipment shall use or cause to be used such equipment in the City at any time before 10:00 a.m. or after 4:00 p.m.
