553.07 SPARK ARRESTERS.
   (a)    Except in the months of December, January and February, no person operating a railroad, or a part of a railroad, shall fail to place on every locomotive engine used for such railroad, or in the construction or repairing of the railroad, such device or contrivance as most effectually will guard against the escape of fire or sparks that otherwise would be thrown out by such engines and keep such device in good repair.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
