(a) No person shall, at any time, swim or otherwise be in, on or under the waters of Crystal Lake in the City while engaged in any activity, other than fishing from the banks thereof or ice skating thereon when permitted by the City, without authorization of the City.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
