1020.07   MUNICIPAL UTILITY CUTS.
   All street openings required by utilities owned and/or operated by the municipality shall be made and restored under the direction and supervision of the Village Manager. The permit, fee, deposit, insurance and bond requirements of this chapter shall not be applicable to any openings made by such municipally owned and/or operated utilities. The permit, fee, deposit, insurance and bond requirements of this chapter shall not be applicable to any openings made by such municipality owned and/or operated utilities, however, in order to insure conformity throughout the municipality with a standard set of specifications, all street openings made either by or for the municipality, for utilities owned and/or operated by the municipality, shall be bound by the provisions of § 1020.14 of this Chapter as follows: All pavement cuts, openings and excavations shall be properly made, backfilled and temporarily surfaced. Excavations shall be compacted to prevent settling, and restored to within two inches of the finished street surface with concrete a minimum of six inches thick, and restored to final grade with finish grade asphalt. All seams shall be properly sealed.
