Any applicant who has applied for a license in accordance with this chapter and to whom the Building and Zoning Officer has, after an investigation, denied or revoked a license may appeal to Council. An appeal may be taken to East Palestine Village Council within five days of the denial of the Building and Zoning Officer by filing with the Clerk of Village Council a written notice of appeal and stating grounds thereon. A non-refundable fee of fifty dollars ($50.00) shall be paid to the Village of East Palestine for said appeal upon filing. Such appeal shall be heard by Council at the next regular meeting and its decision shall be final.
