832.08   DISTRIBUTION OF HANDBILLS.
   (a)   No person shall deposit, place, throw, scatter, attach or cast any handbill in or upon any public place within the Village, and no person shall sell any handbill in a public place. It shall not be unlawful to hand out or distribute a handbill, without charge to the receiver thereof, any handbill in a public place to any person willing to accept such handbill. Handbills shall not be passed out or distributed within any Village right-of-way.
   (b)   No person shall distribute, deposit, throw, scatter, attach or cast any handbill in or upon any automobile or other vehicle. It shall not be unlawful to hand, transmit or distribute any handbill to the owner or occupant of any automobile or other vehicle who is willing to accept the same. Handbills shall not be passed out or distributed within any Village right-of-way.
   (c)   No person shall distribute, deposit, place throw, scatter, attach or cast any handbill in or upon a private premises or vacant land which are temporarily or continuously uninhabited or vacant.
   (d)   Persons may place or deposit any such handbill upon such inhabited private premises, except those posted as “No Trespassing,” “No Advertisements” or any similar notice, if the handbill is so placed or deposited as to secure or prevent the handbill from being blown or drifted about such premises or elsewhere, except that mailboxes may not be so used when so prohibited by Federal Postal Laws or Regulations.
   (e)   Persons placing or depositing handbills under division (d) of this section shall not go upon any private premises and ring the doorbell or rap or knock on any door or create any sound in any manner calculated to attract the attention of any occupant of such premises.
   (f)   Persons intending to place or deposit handbills upon any private premises shall first be registered by the Zoning Office for the purpose of receiving a copy of these regulations. There shall not be a fee for said registration.
