(a) Any utility service customer disputing a utility billing may appeal the billing within thirty (30) days of the mailing thereof to the City Manager of the City of East Palestine, Ohio; otherwise, the right to dispute the billing shall be deemed waived. The dispute shall be reduced to writing and mailed by ordinary US Mail with sufficient postage to the City Manager at PO Box 231, East Palestine, Ohio. The customer shall state the specific grounds for the dispute. Within a reasonable time fo receipt thereof, the City Manager will issue his determination as to the resolution of the billing dispute.
(b) It is the customer’s responsibility to notify the City of any changes to the utility services, including change of ownership or mailing address.
