The purpose and intent of this Housing Code shall be to:
(a) Protect the health, safety and welfare of the general public and the owners and occupants of all buildings and/or structures or portions thereof used or intended to be used for human habitation, including the premises on which they stand and any accessory use building located on the premises.
(b) Establish the minimum standards necessary to provide for adequate living space and to prevent overcrowding; for light and air; for heating, ventilation and sanitation; for safety from fire and health hazards; and for the maintenance of buildings and property.
(c) Establish the responsibilities of the owner, operator and occupant of a building or structure with respect to care, sanitation, repair and maintenance.
(d) Establish administration, inspection and enforcement procedures and fix penalties for violations of this Housing Code.
