The Building Inspector shall examine or cause to be examined every building or structure or portion thereof reported or believed to be an unsafe building. At least 30 days prior to the repair or removal of an unsafe building, the Building Inspector shall give written notice by certified mail of his or her intention to repair or remove the building to the record title holders and lien holders of the property. If an emergency exists, notice may be given by other means less than 30 days prior to repair or removal.
