1444.02   BUILDING REQUIREMENTS.
   (a)   No person shall erect or place any building or part of any building upon or within the fire limits unless the outer walls of the building or part of a building are made of brick and mortar, or stone and mortar, or iron backed with brick or stone and mortar or other recognized fire-proofing material, with lateral walls at least twenty-four inches above the roof and a cornice constructed of brick, stone or iron and the roof thereof covered with fireproof material.
   (b)   No person shall place or cause to be placed any building or part of a building, except of the character before described, upon any lot or parcel of land within the fire limits, which building or part of a building has been moved from any other part of the fire limits or from any other place. No person owning any building upon or within the fire limits of any character other than that before described, which building has been or is hereafter materially destroyed by fire or other elements, shall rebuild or repair the same with materials other than those before specified. However, Council may, by resolution, grant permits for the erection, rebuilding and repairing of buildings of materials other than those before specified, within the fire limits, where, in the opinion of Council, it will not be detrimental to the interests of adjacent contiguous property owners.
   (c)   There shall be no windows or openings in the sidewalls of any building within the fire limits unless there is at least fifteen feet of clear space to the next building. Where windows or openings are permitted, they shall be protected by fire shutters or otherwise protected in accordance with the Ohio Fire Code and all electrical wiring shall be constructed and made to conform to the provisions of the National Electrical Code.
