(a) All changes in grade shall be connected by vertical curves, the minimum length of which shall be that length which satisfies the following requirements:
(1) 20 times the algebraic difference in the rates of the grade for arterial and industrial streets; for collector and local streets, 15 times.
(2) A minimum stopping sight distance of 200 feet is provided.
(b) The appropriate maximum gradient as specified in the "Street Design Standard Table" shall not be exceeded.
(c) No street grade shall be less than 0.6 percent, and in no case shall a street grade on a collector or arterial street be more than 5 percent within 100 feet of an intersection.
Lesser classification of streets shall in no case have a street grade in excess of 10 percent within 100 feet of an intersection. For slopes, refer to Hillside Regulations. In cases of extreme topographical conditions the 10 percent maximum grade may be waived by recommendation of the Planning Commission, but in no case should the maximum grade exceed 14 percent.
