No site plan or preliminary plan submitted to the Planning Commission shall be granted approval unless it includes a soil erosion and sediment control plan developed by the best management practices formulated by the Ohio EPA. The applicant shall bear the final responsibility for the installation and construction of all required soil erosion and sediment control measures according to the provisions of the Land Development regulations except for the following specifically exempted activities: (1) minor subdivisions; (2) site plans for development where the land will not be disturbed.
