(a) No person shall open any hydrant or standpipe to draw water therefrom or in any manner or form tamper with or place obstructions in such hydrant or standpipe. The use of hydrants or standpipes is restricted to members of the Fire Department in the discharge of their duties as fire fighters, or to those persons authorized by the Division of Water and Sewer.
(b) No person shall in any manner obstruct access to a hydrant, standpipe, valve or any public faucet that permits drawing of the water, in any street, alley or easement, which obstruction will in any manner hinder or delay the members of the Fire Department in reaching such appurtenances.
