Any person wishing to make a connection with a Municipal water main shall apply for a permit at the office of the Building and Zoning at least 72 hours, exclusive of Sundays and holidays, before such connection is made. Each such connection shall be left uncovered until it has been inspected and approved by the inspecting official designated by the City.
