Whenever any permit for a connection with the sewerage system of the City is issued hereunder, only a qualified sewer contractor or designated agent of the Division of Water and Sewer of the City, licensed through the City, shall tap the sewer main of the system where such connection is to be made, and the work shall be approved by the inspecting official designated by the City before it is covered.
