(a) The entire expense of making a connection shall be paid by the property owner but all connections shall be made under the direction of and subject to the inspection and approval of the Manager.
(b) A separate and distinct connection shall be required for every house or building and no company or joint connections shall be allowed. No connection shall be made from any premises in which the internal plumbing fittings and arrangements do not comply in every particular with the rules and regulations of the Board of Health regarding plumbing and with the provisions of this chapter.
