(a) Industrial waste material may be discharged into the Municipal sanitary sewerage system, provided that such discharges are regulated and controlled by the Manager.
(b) The Manager shall promulgate and keep on file written rules and regulations governing the discharge of industrial waste material into the Municipal sanitary sewerage system. Such rules and regulations shall include required scientific tests to determine the levels, strengths, nature and content of any proposed industrial waste discharge.
(c) Prior to the discharge of any industrial waste material into the Municipal sanitary sewerage system, an industrial waste discharge permit shall be secured from the Manager. The application for such industrial waste discharge permit shall include a fifty dollar ($50.00) prepaid filing fee and such scientific tests as are required by the rules and regulations promulgated by the Manager. Such tests shall be made by an independent laboratory and shall be submitted directly to the Manager. Any applicant for an industrial waste discharge permit shall also agree to bear the costs of any required tests.
(d) The Manager shall issue an industrial waste discharge permit to any applicant who pays the filing fee, establishes compliance with the rules and regulations governing the discharge of industrial waste material into the Municipal sanitary sewerage system, and satisfies all other permit requirements.
(e) The holder of an industrial waste discharge permit shall meet all other connection requirements.
(f) The charge for the discharge of industrial waste material into the Municipal sanitary sewerage system shall be as provided under the current rates established by Council, provided, however, that the Manager may determine and levy a surcharge for the discharge of industrial waste material based on the over-burden placed on the Municipal sanitary sewerage system by such discharge as determined by periodic testing.
(g) The City shall also have the right, in the event of a violation of any of the rules and regulations governing the discharge of industrial waste material into the Municipal sanitary sewerage system, to disconnect service to such premises until such premises are in compliance with such rules and regulations. In case the connection to the sewerage system of the City is disconnected, then, in addition to any reconnection charge established with respect to the water system, there shall also be charged an additional five dollars ($5.00) reconnection service charge.
