1040.10   PROHIBITED DISCHARGE INTO SANITARY SEWERS.
   (a)   Discharged elevator water, roof water, overflow from cisterns, tanks, refrigerators, aquariums and fountains, surface water, overflow from cesspools and privy vaults, rain water, steam exhaust, water from blow-off pipes from steam boilers or rips from heating systems, overflow from washracks or surface water drains shall not be connected with or drained into any sanitary sewer line or connection thereof, except by a special permit and under the direction and to the satisfaction of the Manager.
   (b)   No person shall deposit or allow to be thrown or placed into any sewer, opening or receptacle connective with the sewerage system, any garbage, offal, dead animals, vegetables or the parings of the same, ashes, cinders or rags, or any other matter or thing that might tend to obstruct the system or impede the ready flow at all times of allowable sewage.
