   1040.04   SUSPENSION OR REVOCATION OF LICENSE.
   Upon the failure at any time of any person licensed as provided in Section 1040.03 to comply with any of the provisions of this chapter, the operation of such license may be suspended by the Manager, subject to final revocation by Council.
