1040.02   MANAGER'S DUTIES.
   (a)   The Manager is hereby charged with the care, management and maintenance of the entire sanitary sewerage system, under the direction of Council, including the disposal works and outfall of the same, all main and lateral sewer lines, manholes, flush tanks, and all the appurtenances thereof, all the connections with the system, and all the material and labor required for the efficient operation and maintenance of the same. He shall see that all the rules and regulations, both of Council and the Board of Health, now in force or that may hereafter be adopted, regarding the use of the system, are fully and carefully observed in every particular.
   (b)   The Manager shall superintend all extensions to the system and all repairs to the same. He shall also have charge of all house connections from the line of the sewers to the point where the connections join the cast iron soil pipe outlet of the premises. He shall keep and record, in books prepared for this purpose, a true and complete plan of every connection, setting forth the date, location, purpose, size, grade, depth, etc., which record shall be open to all interested persons. He shall have authority to employ all the necessary assistants and labor required, with the consent of Council or a proper committee of the same, to properly carry out the provisions of this chapter, but he shall incur no debt or expense against the City except such as are approved by Council or a proper committee of the same.
   (c)   The Manager shall submit at each monthly meeting of Council a detailed report of all expenses incurred, work done and connections made during the preceding calendar month. If approved by Council the monthly reports shall be placed on record by the Director of Finance in books to be provided for this purpose.
