The Manager may establish schedules of maximum rates to be charged passengers for transportation; may require each taxicab to be equipped with an accurate meter, with provisions for meter inspection; and may adopt any rules and regulations for the conduct of the business of licensed taxicab operators as may be suitable to the business and for the promotion of the public convenience and welfare.
Council, at any time, by administrative order or otherwise, may establish, amend, modify or rescind any rate, requirement, rule or regulation.
