At the time a taxicab license is issued, the Manager shall designate regular parking spaces as taxicab stands for the taxicabs licensed, and he or she may prescribe rules for the use of such stands suitable to the applicant's business and agreeable with the public convenience and welfare. He or she may also authorize the installation of call stations at convenient locations.
