The Manager shall examine all supporting information and documents, and if he or she is satisfied that the applicant is the owner of the vehicle, that the vehicle is a safe and fit conveyance and that satisfactory liability insurance or bond has been issued and is in force thereon, he or she shall, upon receipt of payment of the prescribed license fee, issue a license to the applicant, to be signed by the Manager.
