As used in this chapter, "taxicab" means any motor vehicle whose owner or driver solicits, secures or accepts passengers for hire upon hail or request upon the streets and other public ways of the City. It does not include a vehicle, such as a bus or other vehicle, furnishing transportation to the public upon a fixed schedule or route.
