As used in this chapter:
(a) "Health Commissioner" means the person occupying the office created by Ohio R. C. 3709.14 or his authorized representative.
(b) "Person" means the State, any political subdivision, public or private corporation, individual, partnership or other entity.
(c) "Premises" means any land, buildings, or structures upon or in which solid waste may be temporarily stored, placed or accumulated.
(d) "Solid waste" means such unwanted residual solid or semi-solid material as results from industrial, commercial, agricultural and community operations, excluding earth or materials from construction, mining or demolition operations and slag and other substances which are not harmful or inimical to public health, and includes garbage, combustible and noncombustible material, street dirt and debris.
(e) "Garbage" means all putrescible waste, including human excreta, sewage and other water carried waste, vegetable and animal offal and carcasses of dead animals, and shall include all such substances from all public and private establishments and from all residences.
