Any person obtaining a license shall, if he desires to move any part of the show or exhibition or the property thereof over any portion of a paved street of the City or over any cement crosswalks therein, first apply to the Manager for permission to do so. The Manager shall designate in writing the route over which the same shall be taken and shall specify the methods to be employed by the person to prevent injury to the streets and crosswalks of such route during the use thereof.
