The duty of enforcing the provisions of this chapter shall be upon the Manager acting through the Police Division. It shall be the duty of the police officers of the City to report:
(a) The date and hour of any violation of this chapter;
(b) The state and license number of any vehicle found to be in violation of this chapter; and
(c) Any other facts which are necessary to a thorough understanding of the circumstances of any violation.
