The Police Division is hereby authorized to make inspections at any time of motor vehicles used on the streets, alleys or highways within the City, and if repairs are found to be necessary for the safety and protection of the public, then the Division is authorized to order the owner of the motor vehicle to make or have made the necessary repairs before the vehicle is further operated.
