(a) Determination of Years of Service and Rate of Pay. An employee's increment for years of service shall be figured on such employee's anniversary date with the City. The hourly rate for an employee shall be calculated on the hourly rate time of 2,080 hours.
(b) Pay Periods. Wages shall be payable over twenty-six pay periods in a year. The official pay period shall be eighty hours long and shall begin on Sunday.
(c) Paydays. Employees shall be paid the Friday following the end on the pay period, except that when a holiday falls on a regular pay day, the payroll shall be distributed the Thursday immediately preceding the holiday. The Manager may authorize the early distribution of the payroll for a hardship or other special reason.
(d) Disapproval of Pay Increases by Manager; Appeals to Civil Service Commission. The Manager may disapprove any pay increase by giving written notice of his or her reasons for such disapproval to the Civil Service Commission and to the affected employee, at least sixty days prior to the date on which the increase would become effective. The Commission shall determine whether the increase is to be allowed, if an appeal is filed by the affected employee.
