246.01   DEFINITIONS.
   As used in this chapter:
   (1)   "Anniversary date" means the date on which an employee was appointed to initial employment with the City, excluding any time-off duty due to suspension, leave of absence without pay or any other provision as set forth under the definition of "continuous service."
   (2)   "Appointing authority" means the officer, director, commission, board or body having the power of appointing persons to, or removing persons from, positions in any office, department, commission or board of the City.
   (3)   "City" means the City of East Palestine, Ohio.
   (4)   "Classification" means a group of positions having similar responsibilities and requiring similar qualifications to which the same schedule of compensation equitably applies.
   (5)   "Compensatory time" means the substitution of earned hours off for overtime pay.
   (6)   "Continuous service" means the performance of full-time employment with the City, adjusted for interruptions in service by time-off duty due to suspensions, leaves of absence without pay, unexcused absences, layoffs due to a lack of work or funds, or separation if rehired into City service.
   (7)   "Earned time" includes hours actually worked plus hours granted to the employee by the City for holiday, vacation, sick and injury leaves.
   (8)   "Employee" means any person who is at least sixteen years old and who is paid at an hourly rate, holding a position subject to appointment, removal, promotion or demotion by an appointing authority.
   (9)   "Employee, classified" means an employee covered by the rules of the Civil Service Commission.
   (10)   "Employee, full-time" means an employee who is scheduled to work a forty- hour week on a regular basis and whose employment is expected to continue for longer than one year.
   (11)   "Employee, part-time" means an employee who normally works less than forty hours per week and who is not paid a full-time wage.
   (12)   "Employee, seasonal" means an employee who is at least sixteen years old and who is engaged for a specific period of time.
   (13)   "Employee, special" means an employee who works more than twenty hours a week, but less than 2,080 hours in a year.

   (14)   "Employee, student" means a COE student who is at least sixteen years old, working three and one-half hours a day during the school year.

   (15)   "Employee, temporary" means an employee whose employment will not exceed three calendar months.
   (16)   "Holidays" means days recognized by the City as days on which all employees are exempt from work.
   (17)   "Immediate family" means a spouse, mother, mother-in-law, father, father-in- law, son, son-in-law, daughter, daughter-in-law, step-son, step-daughter, step-mother, step-father, brother, brother-in-law, sister, sister-in-law, grandparent or any person who makes a home with or for an employee.
   (18)   "Injury leave" means a period of time granted by the City to an employee who is unable to work because of an on-the-job accident, when verified by a medical report.
   (19)   "Length of service" means the interval from the employee's anniversary date to any given date.
   (20)   "Officer" means the Finance Director, the Superintendent of Public Service, the Fire Chief and the Police Chief.
   (21)   "Overtime" means time worked by certain full-time employees in excess of their normally scheduled hours.
   (22)   "Pay grade" means each of the compensation rates for the authorized positions provided for in Section 246.02, reflecting the minimum and maximum established for a classification or position.
   (23)   "Prevailing pay rate" means the rate of compensation in effect at any time.
   (24)   "Separation" means voluntarily leaving the employ of the City. The word "separation" does not mean separation for cause.
   (25)   "Sick leave" means the period of time granted by the City due to the inability of an employee to work because of physical or mental sickness, or injury due to an off-the-job accident, when verified by a medical report.
   (26)   "Tour" means the time worked by an employee on any day.
   (27)   "Transfer" means the reassignment of an employee from one department in the City service to another.
   (28)   "Vacation leave" means a period of time granted by the City during which employees are exempt from work and paid at their prevailing rate.
   (29)   "Vacation year" means the interval of time based on the employee's anniversary date with the City. The vacation year extends from anniversary date to anniversary date.
