242.07   LAW ENFORCEMENT TRUST FUND.
   (a)   There is hereby established in and for the City a special fund to be known as the Law Enforcement Trust Fund, in accordance with Ohio R.C. 5705.12, subject to the approval of the State Auditor, after consultation with the Tax Commissioner, and in accordance with Ohio R.C. 2933.43(D)(4).
   (b)   The moneys for this Fund shall come from the proceeds of a public auction of contraband forfeited pursuant to Ohio R.C. 2933.43(C) and sold in the manner prescribed by Ohio R.C. 2933.43 (D) , after payment of the costs incurred in the forfeiture proceeding, after payment of the balance due on any security interest preserved pursuant to Ohio R.C. 2933.43(C) and after payment of any costs incurred by the seizing agency in connection with the storage, maintenance, security and forfeiture of the property.
   (c)   The proceeds distributed to any law enforcement fund shall be allocated by Council only to the Police Division.
   (d)   The Fund shall be expended only to pay the costs of protected or complex investigations or prosecutions, to provide reasonable technical training or expertise, to provide matching funds to obtain Federal grants to aid law enforcement or for such other law enforcement purposes that Council may determine to be appropriate. However, the Fund shall not be used to meet the operating costs of subdivisions that are unrelated to law enforcement.
