(a) The Manager is hereby authorized to commission as private policemen such persons as he may deem necessary, after an application has first been made in writing to the Manager by the individual, institution or corporation employing the persons.

(b) No person commissioned as set forth in subsection (a) hereof shall be in the classified list of the Police Division, but shall, nevertheless, have all the authority of a regular patrolman, within and upon the premises only, of the individual, institution or corporation so employing the person as a private policeman.
(c) Every individual, institution or corporation employing a private policeman shall give bond in the sum of one thousand dollars ($1,000) to the City, contingent upon the faithful and proper performance of the duties of the private policeman.
