The Division of Streets, Cemeteries and Parks shall be operated by the following employees, whose wages shall be paid from the following funds:
(a) A Superintendent-Foreman, whose wages shall be paid from the Street Fund and the Park Fund as the individual job may indicate.
(b) City crew members, whose wages shall be paid from the Street Fund and the Park Fund, as the individual job may indicate.
(c) Park Maintenance, whose wages shall be paid 100 percent from the Park Fund.
