Each unpaid charge for electricity provided by the former Municipal electric utility shall be made a lien upon the premises charged therewith, and the Manager shall certify such unpaid charges to the County Auditor who shall place the same on the tax duplicate, with the interest and penalties allowed by law, to be collected as other Municipal taxes are collected.
