(a) The City, by authority granted it under the Ohio Revised Code, has the legal, institutional, managerial and financial capability to insure adequate construction, operation and maintenance of waste water treatment and collection facilities within its jurisdiction.

(b) The Manager is hereby authorized to submit and sign all forms and agreements now or hereafter required by the Ohio and United States Environmental Protection Agencies for application for grants relating to the construction of waste water treatment and collection facilities.
