(a) (EDITOR'S NOTE: Subsection (a) hereof was repealed by implication by the adoption, by the voters, on November 6, 1991, of the City Charter.)
(b) The salary of the members of Council and the Clerk of Council shall be as established from time to time by Council. A proportionate reduction of salary shall be made for the nonattendance of any member at any regular or special meeting of Council, provided, however, that two-thirds of the members elected to Council may excuse any member from attendance at a regular or special meeting; when so excused, no reduction shall be made for nonattendance.
