Unless otherwise provided by this Charter, a vacancy during the term of any member of a Municipal board or commission established by this Charter or by any ordinance passed by the Council, shall be filled in the manner and by the appointing authority to make the original appointment, for the remainder of the unexpired term of the member whose death, resignation or removal created the vacancy.
