There is hereby created and established a Civil Service Commission which shall consist of three (3) members appointed by a majority vote of the Council for terms of three (3) years, provided that the current members of the Civil Service Commission shall serve the remainder of their term to which they have been appointed. Thereafter, each member shall be appointed for a three (3) year term and shall continue in office until his or her successor is appointed.
