PREAMBLE

We the people of the Municipality of East Palestine, County of Columbiana and the State of Ohio, in order to secure for ourselves and our posterity the benefits of Municipal home rule and the free exercise of all the powers of local self-government conferred by the Ohio Constitution, do frame and adopt this Charter for the government of the Municipality of East Palestine.
