No person, firm or corporation shall sell, off er for sale, have in his, her or its possession with intent to sell, use, discharge, ignite, fire or otherwise set in action and fireworks, firecrackers, sparklers, cannons in which gunpowder is exploded or other pyrotechnics of an inflammable or dangerous character within the Borough of East McKeesport, excepting only person, firms or corporations giving a public display of fireworks for which a permit shall have been obtained in accordance with the provisions of §7-302 of this Part.
