No person shall cause, allow, or authorize any dumpster, trailer, removable truck body, storage pod, or any other such container or device that is used or intended to be used for the removal, transportation, or storage of garbage, trash, or debris on private or public property, including such device to be used placed on any street, highway, alley or sidewalk without having first obtained a permit. The permit must be visibly displayed to the front of the house.
