No person shall park any motor vehicle, other than commercial vehicles for the purpose of loading and unloading freight and merchandise, within any zones designated by the Director of Public Service-Safety under authority of Section 353.16 as commercial vehicle zones, between the hours of 8:00 a.m. and 12:00 noon daily, except Saturdays, when parking of noncommercial vehicles in such zones shall be prohibited between the hours of 8:00 a.m. and 10:00 a.m., and except Sundays.
