The Director of Public Service-Safety is hereby authorized and directed to set aside such parking spaces within the parking meter zone or to set aside spaces outside of the parking meter zone for freight loading zones for commercial vehicles engaged in transportation of freight or merchandise for the purpose of loading and unloading freight, between the hours of 8:00 a.m. and 12:00 noon daily, except Saturdays, when such time allotted for the above purpose shall be between the hours of 8:00 a.m and 10:00 a.m., and except Sundays, and such zones shall be designated by proper signs and markings. Every commercial vehicle occupying a freight loading zone as set forth in this section shall comply with all applicable regulations set forth in this chapter when such zones are established in the parking meter area.
