The Commissioners appointed by the Mayor under the provisions of Section 165.01 shall constitute a board to be known as the Park Commissioners of Thompson Park, and they shall serve without compensation. They shall have the power to appoint a Superintendent and all necessary employees and prescribe their duties and fix their compensation. Such compensation shall be subject to the approval of Council.
