The Mayor shall appoint five persons, subject to the approval of Council, who shall be known as Park Commissioners, not less than three of whom shall be residents of the City. The Park Commissioners shall govern, manage and control Thompson Park, subject to the provisions of these Codified Ordinances and other ordinances of the City. They shall make such improvements and establishments as they deem proper and expedient.
