774.06 REQUIREMENTS FOR PEDICAB OWNERS/OPERATOR LICENSE.
   (a)    An applicant for the initial issuance or renewal of a pedicab owner/operator license shall meet the following requirements:
      (1)    Be an American citizen and be able to speak and read the English language;
      (2)    Be able to obtain the liability insurance required by Section 774.13; and
      (3)    Possess a working knowledge of the traffic laws of the City and state of Ohio;
      (4)    Such applicant must be of good character;
      (5)    Such applicant shall not have been convicted for any offense constituting a felony.
      (6)    Such applicant shall not have been convicted for any offense involving the use, possession of or sale of a controlled substance;
      (7)    Such applicant shall not be involved in a pending court action for any criminal offense;
      (8)   Such applicant, within two years prior to filing the application for a license, shall not have been convicted of or forfeited bond for two or more moving traffic offenses.
      (9)   Such applicant, within three years prior to filing the application for a license, shall not have been convicted of a criminal offense involving public disorder, violence, theft, public indecency or moral turpitude;
      (10)    Such applicant, if a corporation, must be one which is authorized to engage in the business of operating pedicabs under the law of Ohio.
