(a) An applicant for the initial issuance or renewal of a pedicab operator's license shall meet the following requirements:
(1) Be an American citizen and able to speak and read the English language;
(2) Be eighteen or more years of age;
(3) Be in sound physical condition, have good eyesight and not subject to any infirmity, defect or disorder of mind or body which might reasonably render him/her unfit for the safe carrying out of duties of driving a pedicab, as determined by the Mayor from all reliable medical, psychological or health information supplied by the driver or other persons concerning the driver's physical or mental condition.
(4) Possess a valid state operator's license;
(5) Such applicant must be of good character;
(6) Such applicant shall not have been convicted for any offense constituting a felony.
(7) Such applicant shall not have been convicted for any offense involving the use, possession of or sale of a controlled substance;
(8) Such applicant shall not be involved in a pending court action for any criminal offense;
(9) Such applicant, within two years prior to filing the application for a license, shall not have been convicted of or forfeited bond for two or more moving traffic offenses;
(10) Such applicant, within three years prior to filing the application for a license, shall not have been convicted of a criminal offense involving public disorder, violence, theft, public indecency or moral turpitude;
