139.06  ADVISORY OPINIONS.
   When an officer of the City entertains doubts concerning the law in any matter before him in his official capacity, and desires the opinion of the Law Director, he shall clearly state to the Law Director, in writing, the question upon which the opinion is desired, and thereupon it shall be the duty of the Law Director, within a reasonable time, to reply orally or in writing to such inquiry.  The right here conferred upon officers shall extend to Council and each board of the City.
